The first chapter is the theoretical part of the bachelor thesis, which definies concepts such as political science, public policy, its instruments, actors, as well as public policy cycle, arena etc. It is an economic, political, legislative, legal, public and forestry theory. The theoretical part is the basis for the elaboration of the practical part. In the second chapter, we are discussing a more detailed concrete phase of the policy cycle, namely the phase of formulation of a specific public policy measure, such as forest land tax and tax relief for forest enterprises, through analysis of specific primary and secondary documents. The result of the formulation of the measure is program. The aim of the work was to describe the action of individual actors at this stage through the selected public policy phase.
